(b) Design what you believe to be the best accident-tolerant fuel cladding for a light water reactor with an extended (3-year) fuel cycle, taking into account chemical composition, microstructure, and processing. Describe how your design would mitigate or eliminate different possible failure modes for this cladding, both at steady state and during severe accidents.
