To display approved assignment grades to students, enable "View approved grades" under Students in Permissions. Likewise, make sure the grades you wish for students to view have been approved. (Note: students Students can never view unapproved assignment grades.)
Please note that it is not possible to make Overall Grades (final letter grades) visible to students, as Gradebook Module is not the official system of record for grades.
