Confluence is segmented into 'Spaces'. A space can be either world readable or restricted, with varying permission levels, to members of a given group (or set of groups). Each space has an administrative group associated with it. Members of the admin group can control some elements of the look and feel of the space and can manage the users and user group(s) associated with that space.
For instance:
You are currently in the 'Welcome to the Academic Computing Wiki', or 'TOP' space. This space is world-readable, and permissions are set such that anyone in the group confluence-users (anyone with an account) can add comments.
