Re-design Payroll EDACCA access control process for generating ACL sequence numbers.  Currently, there is a acl sequence number for each edacca record.  Multiply the number of non-superusers with access to the 2.6 million records in Payroll Edacca Detail, there are now almost 120 million ACL records in Payroll EDACCA ACL. The number of records keeps growing.  The new scheme will assign ACL sequence number to a group of EDACCA Detail records with the same personnel key, cost collector, GL account, and therefore reduce the number of sequence numbers and the number of ACL records.   All work has been completed and tested. Waiting to be put into production.
