During full proposal submission, PIs submit proposals via the full proposal submission interface, and eSG Administrators manage the full proposal submission process via the RFP FMP interface or the Administrative Review web interface or the . A pre-proposal may be noted as encouraged or discouraged for full submission via the Recommendation for Full Submit field.  For a PI to actually begin a full proposal after having submitted a pre-proposal, their pre-proposal must be Approved for Full Proposal submission via FMP.

To allow a PI to submit a full proposal, go to the pre-proposal in FMP and toggle switch 'Approved for FP?' to Yes. This will cause the pre- proposal's Control Panel status to switch to an active link labeled 'Start Full Proposal', and allow them to begin . Clicking this link will create a full proposal record, including all related information from the pre-proposal phase (if applicable).

Layout Descriptions

During full proposal submission, you'll primarily use the Full Proposals, Investigators, and Budgets FMP layouts, as follows :

Full Proposals

  • View Project Summary (90-2) information, Budget information, Investigator list, Current and Pending Support, and uploaded Files
  • Under the 90-2 tab, click 'Preview 90-2' to see what the 90-2 will look like for a particular proposal. You can also preview the proposal's Overall 90-4 via the Budgets tab. The 90-2 budget list and Overall 90-4 are programmed to incorporate only budget records reflective of the current omnibus cycle (see General Information - RFP, "Current Omnibus Cycle").
  • The 'Real Start Date' field is useful for proposals that were funded many years before, but are submitted in the Omnibus more than once.
  • Email Lead PIs via the Investigators tab (see General Information - RFP, "Email Tool" ).

Investigators

  • This table lists all individuals added via registration or at the 'Investigators' step in proposal submission, and includes detailed contact information, CV / resume, and a list of any other proposals in which they've participated. CV / resumes may be added, updated, and deleted here as well.
  • Investigators who registered as PIs automatically have a password; passwords may be applied to other investigators by using the blue [+] button to generate one for each.
  • Access Status is not currently in use. Send Email tool needs to be added to this interface.

Budgets

Please refer to Budget Worksheets and 90-4s for guidance in using eSG's budget worksheet system.

RFP FMP - Full Proposal Submission

PIs add budget worksheets to their proposals, and data from these worksheets are dynamically compiled in FMP to create 90-4 forms. The Budgets section of RFP FMP offers 90-4s for browsing by default, but worksheets driving each 90-4 are accessible at top-right. Budget justification (optional in the pre-proposal phase) is editable via the 'Edit' button below the 90-4. New budget worksheets may be added in FMP, but may only be edited via the proposal submission interfaces. \[ see [Budget Management in FMP] \]
