Why develop a scope statement?   

The scope statement forms the basis for agreement between customer and the project team and defines what is part of the project and what is not.  In addition, the scope statement provides a common understanding of the project for all stakeholders, is the basis for all project related decisions, and is used to determine whether the project has been completed.

Steps:

  1. Define: PM documents scope based on business case
  2. Verify: PM submits to sponsor for approval and initiates project planning and deliverables
  3. Refine: PM revises scope based on project kick off, sponsor meetings and change requests
