Certification allows rocketeers to prove their ability to operate rockets safely so they can fly motors not available to the general public.
Originally, the TRA didn't offer a 3 level certification program. In the early days of HPR, they had a "qualification" program instead, where one could fly a G motor to gain the ability to buy any motor available at the time, ranging to 98mm M motors. At the time, the NAR was opposed to HPR and did not allow HPR flights at their launches.
