h1. Updating the CSS Resource Model for FY08 h2. Adding a layer to the Activity Hierarchy The FY08 Budget proposal led to questions from JG about the chunking of work based on the model. 80% of CSS resources are spent on Servce/Support; the next layer of detail is best represented at the Manager level, but the link of person to manager to activity hierarchy muddies things. So we want to invent a layer of hierarchy, call it "Function", that represents the Manager-level division but doesn't imply the reporting relationships implicit in using Manager. This approach of removing the verbal shorthand of "Carol" or "Barb" for "Pubs" and "Help" respectively has been overdue.
