Trawling introduced in Canada in the 1950s and has been widely used by fishermen ever since. To prevent overfishing, the government has passed laws to reduce the fishing effort and established closed areas/marine protected areas, but no laws have been implemented to limit use of trawlers.

Over 50% increase in population in the Northeast from 1970 to 2000. This means more pollution and waste, but at the same time more mouths to feed and an increased demand for fish.

NOAA provides funding to get citizens involved in restoring fisheries in their area. CRP (Community-based Restoration Program) helps communities work together to improve the environmental quality of designated areas.
