    for team 8/9 most recent solution in which they suggest starting a journal to bring in revenue... how many such journals already exist?
    we could have this publication put out by the international body, since ideally this body will have the most educated scientists in the field

      The International Council for the Exploration of the Seas (ICES) (I know they are the only people that I ever talk about) has a journal (ICES Journal of Marine Sciences). MIT has some of the old issues, but we don't have any recent issues in our libraries. There is a page about it on http://www.ices.dk/products/icesjournal.asp
