Small-scale fishing over Factory Fishing

                 - Concerns: Is there a way to tell a company not to be efficient?
                                   Inelastic demand will cause people to pay big cash for remanining fish, catering to companies' greed.

The government is pouring money into subsidies for fishermen in the area of fuel. 
                   Is there a way to redirect these subsidies somewhere more efficient?

Education is a priority.  How can we educate people about the fish?

                    Suggestions:   Get people to want 'environmentally friendly" fish that are better for you.
                                                         * Analogy to the free-trade coffee, and the gold star approach.
                                          Use marine reserves as tourist sites or 'national parks' for fish education.  
                                          Slogan Ideas:  "Don't be selfish.  Save the Shellfish."
                                                                "Promote e-fish-iency."

Things to discuss next meeting:
                           Enforceability.  Read an article (or 2, or 20) for next meeting.
