Updating the CSS Resource Model for FY08

Adding a layer to the Activity Hierarchy

The FY08 Budget proposal led to questions from JG about the chunking of work based on the model.  80% of CSS resources are spent on Servce/Support; the next layer of detail is best represented at the Manager level, but the link of person to manager to activity hierarchy muddies things.  So we want to invent a layer of hierarchy, call it "Function", that represents the Manager-level division but doesn't imply the reporting relationships implicit in using Manager.  This approach of removing the verbal shorthand of "Carol" or "Barb" for "Pubs" and "Help" respectively has been overdue.

This table takes the older Manager column and parses it into Functional area names.

  • the Administration of tools used in running your work is to be considered an Admin task, the same as leadering your people and otherwise preparing them to be effective workers.  So, Operations Maintenance-type things should be rolled into Admin as another kind of Admin.
  • The software helpdesk activities of Cynthia and Tommy will be HelpDesk in function, from the software category
  • New Technologies is going to be a Function too.
