explores the unexpected cost growth that often occurs when government agencies acquire complex systems jointly. Specifically, her research investigates the organizational and technical costs that are induced by joint programs' multi-mission technical architectures and multi-agency management structures using in-depth case studies of NOAA, NASA, and the DoD's satellites for environmental monitoring in low-earth orbit. She is also developing a large trade space exploration tool to identify cost-effective options for spacecraft disaggregation and inter-agency collaboration on future environmental monitoring programs.
