This design is meant to be very strongly externally consistent with the current process of counting ballots. The same tally sheet currently in use is displayed to the recorder and they can record the vote. A summary page is displayed at the end.

This design is designed for a blind user. While most individuals hired for counting ballots would most likely not be blind (there are certain qualifications that have to be met for a person to work at the polls), the user class is much older and could have poor eyesight. All screens are read aloud. Instead of clicking on a candidate's name, the user types the first initial (or some other character designated to represent a candidate) to indicate a vote for that candidate. The tally marks that increment on the screen are merely there for a supervisor to look at.

This design is meant to be safe as well as maintain some external consistency with a real ballot. The user selects the candidates on a ballot and is presented with a summary screen of selections when they go to submit an individual ballot.
