Direct

Those costs which can be identified readily and specifically with a particular project with a high degree of accuracy.  In
SAP, direct costs are identified as such by G/L account and include all expense G/Ls except those in the range 600300
to 600319.  It should be noted that SAP defines other G/Ls as "overhead' which are treated as direct costs of research:
Employee benefits, vacation accrual and lab allocation G/Ls.

Under recovery

Where sponsor policies dictate an F&A rate and/or cost base that will result in F&A billing below that which would be produced using the federal negotiated research rate.  Example:  A foundation grant with a total direct cost (TDC) budget of $150,000, of which $100,000 is MTDC and a sponsor F&A rate of 10% of TDC, vs.  MIT's federal negotiated rate is 68% of MTDC.   Sponsor F&A would be $15,000 (150,000* 10%); MIT's standard F&A is $68,000 ($100,000 * 68%) and under-recovery is $53,000 ($68,000 - $15,000). 
There are other forms of under-recovery which have been subject to different internal policies.  Many federal awards now dictate that the F&A rate used in the proposal be "Fixed for the life of the award" which can result in either over- or under-recovery, depending on whether MIT's negotiated rate moves up or down.
