Here is an idea that might be helpful.  You could use Information Bridge as a discovery tool.  You might try pulling some of the reports and spot checking to see if there is a record in Information Bridge (IB). Information Bridge contains only full text back to 1990, with a few other documents available as we have had special requests.  Since the Information Bridge records are in the Energy Citations Database, using ECD to narrow down what has been scanned vs. what has bibliographic info vs. what has no record at all could also be useful.  If you are interested in copy cataloging, both IB and ECD have XML feeds and IB has OAI and MARC Records.  With the MARC Records for IB we recently added a search by DOE Laboratory feature. Erin C.
